The actual island is done, but there is far more stuff that needs to be done other than builds.
You also need quests, mobs, etc...
The gm's cant just click 2 buttons and create all the content. They put a lot of effort into it.
Thus why it's taking so long

 

I urge you to attempt to build an entire province with high levels of content in less than a year. Then you'll see why it's taking so long.

It's pretty obviously showing confusion, just like your dozen ?s. If you didn't get that, that's your problem; the issue is still that there's no reason Corkus shouldn't take this long.

Once again besides the point, but whatever; Dern is the going to be added later, because it's going to be important later. Dern is the "Final boss" of regions; Fruma is the origin story of the player, and Corkus is another part of the storyline. Dern is the end of the storyline.

Plus, Fruma and Dern will only take longer than Corkus.

It's not a delay and more than any update has ever been. Corkus is another update with new features. If Corkus is a delay, then you could say the same for every other update ever.
