Vapor Ring - Confusing

    Vapor is a ring you can earn from the Ice Barrows dungeon. It gives amazing fire damage and defense bonus for a ring.
    But the one thing that's baffling about is that it requires 45 intelligence.

    If it requires intelligence, that should mean that this ring should be fit for a water build, not a fire build.
    So it is it supposed to be a fire or water ring?
