Do I need to max my horses to get a black horse, and if I do, what is the best way to get a black horse?

If you're talking about breeding, no. If you're talking about selling, then yes. Although black horses won't sell for much more if they're maxed.

Horse levels, at least from what I've heard, don't matter at all. You just have to breed 2 brown horses together and you have like 20% to get a black horse.

Go to Detlas world 1 and see if anyone's selling black horses. You have a pretty good chance of finding a seller.
