Lost Soles Mission Glitch

Hello,
I recently achieved the level 66, although, once I spoke to the mission starter, Ferndor, he asked if I found the boots yet. I haven't come to him before and it wont let me start the mission. Yes, I have tried to re-log and I have found no purpose to it. Anything I can do to fix this?

You need to complete the Beneath the Depths quests (level 60), as it gives you the boots necessary to start lost soles

 

You give the boots you get from Beneath the depths to him

 

I didn't receive the boots, or I lost them. I checked and it said I completed the mission.

 

If you didn't receive the boots from the Beneath the Depths quest, yet you have finished it, do /fixquests
If you are wearing it, put it off into your hand, then right click Ferndor.
