use ardiente and exhaustion, mana regen isn't as important as you think

 

More skill point and spell spam is cool ya know :/

 

Ardiente is a downgrade from capsaicin, and even then he should use resolve. 9/4 mana and 68 intelligence, or 5/4 mana and 129 intelligence is generally what you should work off of. (You can play with less, but who says he knows how to alternate between spells quickly)

Switch out both raging winds for suppressions/concentrations and switch out crystal with resolve. You can also switch out hetusol with chef hamsey's apron for less health regen, but better defenses. If you switch out capricorn for exhaustion use squid anklet instead of justice.
