    From what I know it was supposed to be impossible to raise it's attack speed, so I think they probably just gave it a ridiculous amount of negative speed to make it impossible to go above Super Slow.

    It was near impossible on release
    It was then nerfed to be impossible
    Then I think they made it what it is now just for fun
    Or new accessories we don't know about with +Tier :o
