Take a powder that you would like to add to your weapon and head to a city's powder master.
There would be three options: Add, Upgrade, or Remove.
The Add function adds powders to your items, at a cost. Adding two tier 4 powders to your weapon activates its "special," the elemental powder that you add on the weapon determines what elemental special you will get.
The Upgrade function upgrades your powders into a higher-tiered powder. You need four of the same powder (including tier) to upgrade it one more tier. Let's say you have four tier two water powders. You combine all of that into a tier 3 powder. You can also combine different powders of the same tier into a random one, but it has a chance. Let's say you combine 1 tier 2 water powder, 1 tier 2 fire powder, 1 tier 2 thunder powder, and 1 tier 2 air powder. You have a 25% of getting a tier 3 water, fire, thunder, or air powder at the cost of all those tier 2 powders. (Might be kinda confusing. I recommend you read it in the powder manual. Here.)
The remove function just removes all the powders from an item, at a cost. You do not get the powders back.
