The reason why recruits are getting sent to ragni officially is so that the war against the corrupted in wynncraft doesnt also end up going to fruma. Thats why they end up aiding Wynn (eventhough they probs dont want to)

thats not the illeagal tunnel, thats just a land entrance to ragni, its how the wynnics escaped to wynn, then it was closed offf, but now theyve opened it back for recruit trasport the illegal tunnel is near corkus and the main entrance

 

I am not entirely sure but maybe the monarchy wants to keep us getting sent to the outside secret (i am not a lore expert so go easy on me XD ) because they want to make the ppl feel more cut of from the rest of the world than they actually are ._.
