    i did a few test and now my question is, how does it work?
    i weard boreal, need 5 secs to reg
    unweard em and then i needed 4 secs
    just a counting fail or is it broke
    and if its not broke pls explain it to me

    It's not broke, you could be using another item that's affecting it's current regen. Or just lag.
    Also, shouldn't this be in the questions section?

    %regen works, it just only affects your base regen speed. Mabye test with amulet of rejuvenation
