Takumi is one of those people who takes people's lives into account before anything else, so... I think he'd choose Neutral because that results in, by far, the least amount of innocent deaths. Chaos would obviously be ruled out, and Law means everyone dies. (Even when he woke up the first time, his first priority was innocent lives. That's basically how his mind works, he's a "little" empathetic... unless it's his enemies, which is essentially anyone who poses a remote threat to people's lives.)
