Neither. You must've opened the chest when it just spawned, giving you the worst loot content possible. The longer the chest is unopened, the better the loot there will be

 

RIP its like when i go to every t6 relic and get all t3's

Where is this chest?

 

It's always good to go chest hunting in out of the way places, but you just never know if it's been picked through already. The fewer players you spot in an area, the better the odds you'll find a nicely aged chest. Far too many times have I been about to head into a location with some good chests to see someone charge out of the area right after you commit.

As an archer, I find a lot of good toys in chests located in high places that tend to be out of sight from the ground-pounders. I've also noticed that as the activity level of the mobs in the area rises (high spawn rate, walk speed and/or damage potential), the more likely you are to find unlooted chests. When you're getting swarmed and/or shot at repeatedly, it's harder to focus on spotting chests in obscure places.

It also pays off to duck into every random opening you spot. Sometimes it turns out to be an unnoticed treasure trove or grinding area, sometimes its an interesting but empty curiosity and in at least two I've found a cleverly hidden relic shrine.

On the flip side, you can spend a lot of time and effort trying to get to an unusual place only to find nothing at all. Like when I worked my way to the top of the Nemract Colosseum. Other than the view, not much of interest.
