Welp - not gonna be the best build, since low level, but here I go. Kinda unfamiliar here and going off of memory, so don't expect this to be my best :/

budget: what is this money you speak of, i have like 1 le.
type of build: dodgy + high damage.
elements you want in the build: air. water is only good if you're referring to intelligence.
ids you want: ±walk speed (i can make either one work), +agility, +intelligence, +air damage. +attack speed tiers is highly appreciated, but not entirely necessary.
items you want to use (optional): this is going to be a separate set for guild wars and/or pvp, so i'm not too concerned about what i use. just as long as it doesn't involve any untradables, i'm cool with it.
my blue mask (+13 defense, +18 agility, +17 all others) is a must-use, though. my morph-gold shoes are also gonna become important pretty soon. :v

na, im poor af (34le) but i have a shit ton of items which is why I don't use a budget

Also, if you don't think air would suit a huge dmg build then just suggest something else xD

Type of Build (EX: Tank): Really high damage dealer. Not necessarily a glass cannon, but not a tank either.
Elements you want in the build (EX: Air and Thunder): Earth
ID's you want (EX: Walk speed and Mana Regen): I don't mind what ID's you put as long as I can dish out high damage and still survive.

Sequencer (Spectre when you get money, if you really want to use your blue mask you can)
Cosmic Vest (its untradeable, but do you have it?)
Crystal (Sorry! Too good to pass up)
Bloudil (just for speed)

aaannnddd Ethereal (sorry it costs a couple le like crystal)

now, do whatever you want with accessories (whatever you have) because I can't think of anything cheap that would work.

Type of Build: decent survivabilty maybe agi for that and good damage and spellcasting

Elements you want in the build (EX: Air and Thunder): Thunder and Water
ID's you want (EX: Walk speed and Mana Regen): Mana Regen, +Elemental Damage, Health Regen, %Spell Damage (These IDs are not necessary but I would like to have at least one of them in the build please)

Ok so, I know it is the same as yours, but this set of armor is literally the most spell damage you can get (besides soul signal for aquarius), and that is clearly what you are looking for.

wow that was easier than I thought, here is the skill points:
25/100/50/25/35 - this is not possible without the blue mask/morph stardust. I assure you this will get tons of damage, we are looking at 10/4 mana max ids with the blue mask, 12/4 mana max ids with the morph stardust (and more elemental def), and some really good thunder damage with crits (Fatal + Ventus Tail + Crit = heaps of damage).
