Look at the item guide I have max IDs that don't have 3 stars check for yourself. Prove me wrong

 

Thats not necessarily true, stars represent how lucky you got (1star being ok luck, 2 being good, 3 being perfect) but the stars have a range themselves. You can have a maxed out stat with 2 stars (maybe even 1).
