Is This A New Secret Or Old (from Relic)

So my friend and I find this letter when we are randomly claim the relic and he find this letter (this is from wand relic)
But....it said(4/10) is that kind of secret or easter egg about relic
And the letter is randomly to take it (my friend took this letter but i just got a relic wand)

This has been around as long as relics and ToL have existed, its said to reveal some kind of lore, idk, I've personally never have gotten one of these
