Resource Pack

So I was banned 2 and a half years ago, made a ban appeal, it was accepted, i came back. Now the resource pack is screwing up. I join the game, it starts to download the resource pack, then it opens up the kit selection menu and it cancels the downloading of the resource pack. Any help?

What happened:
-Lag
-Economy became worse (is that right @Jared2183 @Battleslay1000 @JackyKit ), hell a 80+ blue mask cost a stack now
-gavel!!!!!!!!!!!!!!
-Community became worse

Also if resource isn't working do /resource or q+a...I think
