Empire Builder - Some Powdered Questions Folks :^)

So in my sad. sad sad oh how sad and pathetic I was AMAZING try to beat the orange wybel. I got the Empire Builder wand. I at first it was an Ethereal cause I read the level wrong. As this item is known for it's slots (0\8).

My question is, How good will it do with 8 tier 6 powders of the same element?.
Now I am a water mage so I obviously want to know the answer for the water powder and the charged spell: curse x4 from my 2 tier 6 Ethereal.

But I also wonder for other types like the thunder, I am just looking for someone who can do those fancy mathematical questions and answer what should be the stats of the wand (netural + elemental damage, + charged spell) of each element.

Now if you can and able, just 1 type of element is good I don't want you to pass out of
calculations.

Partial answer, try taking it to the Powder Master and putting the powders on, but don't finalize. You can still back out, and I think if you hold the cursor over the result section it will show you what you would get if you completed.
If you see what I mean.

I dont think the effect of the special will stack up. So if you put 8 TVI water powders on it it will give you the same special as you would get for 2 TVI water powders but the other 6 powders just give the extra elemental damage.
putting par exemple 2 water ,2 air, 2 thunder and 2 earth powders of TIV or higher on your wand wont give it multiple specials because you can only have one special on a weapon. I believe it gives you the special of the powders you put on it first.
