Anyone Know What This Device In Llevigar Does?

I originally speculated that this was a minecart station, but no methods I've tried have spat a minecart out of that hole. Also, the hopper doesn't suck anything in.

Used to find the Mechanical Chip, which gives a hint to where one of the meteors required for the new ??? is found.

You get a key from the opposite side of Llevigar and drop it in, it will release minecart that will take to the mechanical chip that is needed to enter red meteor of ???
