Buying Tier 4 Powders

Hello people of the internet, I have recently turned to lvl 68, and started the Temple of Legends (ToL) quest, but when I first fought the Corrupter of Worlds (CoW), I realized with my gear and weapon, I wouldn't be able to defeat him. But, a very helpful person told me his weakness was Fire/Air, so I'd like to buy Tier 4 Fire and Air powders. Money won't be a problem, and I don't want any other powders on the Tier 4 powders, for I'm not a risk taker. Please respond if you are selling, thank you. :)
