Hello everybody and welcome to my trusty assassin build!
I just bought a great Weathered, so I can actually use my own build.
Here I've tried to bring forth the best sides of air and water, and minimize the negative sides.
I don't know what exact powders to slap on stuff; that is for you to decide.
[Colors look better with the night theme]

Helmet: Third eye. Gives mana regen and spell damage. Also int to boost your mana and water damage. Try to get one with high intelligence and preferably 4/4s mana regen. Note that you must have 10 int on it if you use a second Raging Wind instead of a Moon Pool Circlet and you don't have a Capricorn yet, because you can only put 100 base skill points to a certain stat. 100 is not enough for your...

Chestplate: Aquarius. Does the mana regen for you, but the spell damage is the big thing. You actually need both, so ivest in a super good Aquarius. 7/4s mana regen would be ideal, but anything over 5/4s is manageable if it has high spell damage. Less than 10% spell damage Aquariuses suck and are simply not worth your time.
(Booster Plate is also a viable option if you really want that walk speed. Possibly carry one in your inventory and wear that when you travel. The health it gives is identical, so you won't waste any health regen doing it. The third good option is Soarfae, for pretty obvious reasons: it is a solid air chestplate.)

Leggings: Sagittarius. Gives ok health, good walk speed and lots of agility and air damage. Try to get high walk speed (15%+), good agility and some spell/air damage on it. Melee damage won't really matter, because this is mainly a caster build.
(If you don't care about walk speed that much, a high spell damage+int Vaward is also very good.)

Boots: Capricorn for more walk speed, mana regen, spell damage, agility and int. Basically a mashup of Memento and Wind Mimic. Try to get a good one with 2/4s mana regen, over 10% walk speed and at least over 10 agi+int for maximum effect. (If you don't have these or aren't lvl 99, you probably should use Wind Mimic over Memento. Memento's negative lifesteal gets super annoying because you don't have any real health regen)

Accessories: 2x Raging Wind for walk speed, air damage and agility. Feel free to use a Moon Pool Circlet if you want more mana and int. Contrail for walk speed, agility and air damage. Follow the Wind is rejected here, because it eats your usefulness to gain a little bit more walk speed and that's not what we want. Errant is the superior necklace without a doubt. You can use a Royal Cyclone Amulet amulet as well.

Weapon: Weathered. Use some water powders on it, maybe some others as well, I don't really know. This is no doubt the best air weapon for assassin in the game. IDs won't matter that much here, but mainly you're looking for air damage. You honestly shouldn't bother doing this without the mythic, because all the substitutes have about 40% of Weathered's dank.
It is also always a good idea to carry around a neutral damage weapon. The best option is the Wybel dagger Slider. A fun extra would be a Hive Infused Dagger with rainbow powders, beacause why not.
Bob's works too, just sucks a little bit.
If you want to be the dankest assassin in the game, pair the Weathered with a Nirvana and deal crap loads of air and water damage whenever needed. The skill points fit that perfectly...

Skill points: try to put these in a way you get just 110 total agility and 110 total intelligence. Then split the rest between agility and intelligence in any way you like.
If you have at least decent agility and good intelligence on your items, you should easily have enough leftover points to get the 110 int for Aquarius.
You can also forget about Aquarius and go just a littel bit more Agility heavy, but in most cases you probably should just max out agi+int.

Pros: This build gives you good spell damage (meaning over 8k spins with good IDs), great mana regen, around 8-9k health depending on your Capricorn's and Sagittarius' negative health ID (not too bad tbh) and very good walk speed to travel, and confuse your enemies with. Elemental defenses are not super high, but not bad either. Huge dodge chance and super cheap, very powerful spammable spells.
Cons: Pretty bad melee, if agility fails multiple times you are still quite squishy. No real health regen, although that can be fixed by carrying around a high hp regen Leo and an Amulet of Rejuvenation. (in fact pretty much any build should do that) Another thing to note is you basically need only 2 potion charges to heal to full so the lack of health regen is not that big of a deal.

This is the ultimate PvE build for assassin, and it is capable of soloing the Orange Wybel as proved by @Pikachu118811 (with def pots at least). I still have to get myself a Slider, but after that Qira shouldn't be a problem either.

I can confirm now that the skill points are indeed enough if you don't have infernal stats on your items.

Silver or Nirvana would honestly be better than Weathered for this build, since this is a water build with 1 piece of air armor...

Possibly, I had that one in mind too. But it is possible to reach quite high water damage with water powders on Weathered. (of course nowhere near to Nirvana, but then Nirvana won't deal much air) Also I think weathered with water powders is better than a Nirvana with air powders because powders are so much better on Weathered than on Nirvana; Nirvana has only water damage and no neutral to convert to air.
I also want to do a dual element build because of elemental defense existing. (And I like the color of multiple damage types lol)
Also the problem with Nirvana is they go for like what 20 stacks? That's so much le it hurts.
Also, this is mainly an air build, it has zero boosted water damage outside of the intelligence.

Two: Silver is still a better weapon for this build

I apologise for not being a native english speaker and saying some stuff in a stupid manner. Anyways, are you sure a silver would do more damage than a Weathered? It sounds quite weird to me.

Same attack speed tier, higher neutral damage I believe, still has air damage, has % water damage increase. For this type of build it seems to fit in a lot better

You see, with both neutral and air combined, weathered does max 400, silver is somewhere around 200-300. When you take a look at the items on the build, they have more boosts on air damage than on water damage. The int and agility on this build are pretty much identical. To me it seems weathered does way more damage.
Or is there some kind of trick with powders multiplying neutral damage?
Edit: Silver actually does even less, 220 air+neutral at max

Thing is it's a water build, not an air build

You could convert almost all of the neutral damage into water for Silver, multiply that by the % increase it has as an ID as well as what you get from your int and you end up doing about as much damage as a Weathered for about 1/500 the cost

Read the actual build. The title is a bit misleading, but it has more air damage than it has water. Just read the IDs.
What I meant was a Weathered build with secondary water damage.
Thanks for reminding me about Silver though, I think I'll use that over my Archangel until I get a Weathered/Nirvana.

Of course it is possible to go all in air on weathered and use a nirvana for water damage. That is stupidly expensive though.

I do 3k spins with silver and 11k with weathered when I crit. Even with water powders, you won't be doing anywhere near as much, especially since there's more +air damage than water.

A big disclaimer though: ALWAYS HAVE EXTRA SKILL POINTS like that you are not dependent on the skill points on your accessories to wear your armor. The accessories WILL eventually glitch and say "you dont have enough stat x to wear accessory z".
When this happens, your armor will pop out too. If you disconnect without noticing, you will be very sad.
This happened to me, and I lost my Aquarius, my Contrail and my Moon Pool Circlet.
I got them back, but I had to buy them. The Moon Pool is gone forever.
Keep some empty space in your inv AT ALL TIMES when you disconnect, so you won't share my fate.

Oh man, I'm gonna be honest here. Although I don't really have everything for this build, I love it a lot.

The things I used instead was Memento for Capricorn (I don't have Capricorn), Gale's Freedom for Aquarius (I don't have Aquarius). For rings I used a Raging Wind and a Ring of Generousity (I'm using it because I felt like it, for some reason), and I used Errant for necklace. (The rest is the same)

For Weathered, I equipped 3 T4 Air powders instead. (No T6 powders. Also, I equipped the Air powders before anyone told me to use the Water Powders)

And today, with Agility and Defense Pots from Ahmsord and some Health pots, I actually soloed the Orange Wybel today (for the first time ever)! It was somewhat intense, but it is my first time killing the Orange Wybel as well. Thank you so much for making this build, I don't know what else to say really.

It's a great build. I doubt I can solo Qira with it though, since Qira has some heavy elemental defence.

Hope you have a nice day! I had an awesome day :D
