Were Is The Presure Plate On The Blue Meteor??

its inside of the meteor its the plate to get out of the meteor

 

There's a button to get inside, which is below the meteor. There is a small bit of water attached to the meteor at the bottom right hand side. You'll have to do a little bit of parkour, but overall it's not too difficult.
The button is not directly behind the water, it's to the left side of the water, in a pocket hidden by the water. Once you push the button, a hole will open that you must jump into. When you get in, you will see a pressure plate, but that's not the one.
You go upstairs, and it's that one. When you stand on the pressure plate you'll see small room with an emerald block. Just ignore it and stand on the pressure plate.
