Speculation Lights And Quest Stages

So we've gotten to the first stage of ???. According to this thread, at least. However, where the first stage is, there are 4 redstone lamps.
What does this mean exactly? I think this is telling us that this is the first part/clue of the quest. Also, after spot checking a few of the Medium difficulty quests on the wiki, most of them have 4 stages. (pictures of the lamps here).
When the community finds the 2nd stage to this quest, I suspect that there will be another structure like this with 2 lamps lit up.

Well, yes/no.
To the game, we haven't even started it, because in the quest book, it says not started.
But the first step was the mechanical chip.

 

I suppose it's also worth noting that in the puzzle room on the way to the red meteor, 4 out of 6 redstone lamps are lit up.

This is, however, most likely just a design choice. I doubt it's very significant.
