Powder Specials

So I got the item with 15 powderslots on it not long ago, and I was wondering what elemental special is equipped to items with 4+ powder slots.

As in does the last element placed on an item be that element, or the first one applied?

 

The first time you get 2 of the same tier and element powder it gives that until you take one or both of them off. Example:
Fire Powder I
Earth Powder IV
Water Powder I
Fire Powder II
Water Powder I
Earth Powder IV

That would give you the effect for Water Powder I.

 

You only get Specials from Powders 4-6. Aka
Fire Powder 1
Fire Powder 4
Water Powder 6
Earth Powder 4
Earth Powder 5
Water Powder 6

will give you the Earth special if i'm correct

 

What i mean is when I have a item with 4 more more powder slots, and i put 2 tier 4 blue powders and 2 tier 4 red powders (in the orber when applying) which elemental special am i given? The water one (first applied) or the fire one (last applied)?

 

I'd think it should be Water, but I dunno.

 

I explained that, but I didn't know about tiers and specials.
