Stars On Items

Can someone please explain what the stars or symbols after identifications mean. Does it show that the identification is above avarege?

To be more specific, from what I can tell two stars means max, and 1 star means 1-off max. I could be wrong though.

 

1 star means better than average
2 stars means almost max
3 stars mean max

 

It depends. 3 stars is gurranteed max, 2 stars is either 1-2% of max or max for items with stats like mana regen or tier attack and 1 star is good stats.

 

Idk, it seems kinda off on some items. Like my 2/4 concentration has 2 stars for some reason.

 

Things with low stats (mana regen, tier attack speed, etc) work like that.
To quote exactly how it works, 1 star means 100%-124%, 2 stars means 125%-129%, and 3 is max, 130%.
1/4*110% =1.10/4, which rounds up to 2/4.
1/4*125% =1.25/4, which rounds up to 2/4.
1/4*130% =1.30/4, which rounds up to 2/4.
So your 2/4 concentration could have 1,2 or 3 stars.
