Most Powder Slot Armor

Balankia (Rare Gold Helmet) with 5 Slots
Libra and Papyrus with 5 Slots as well

and that's it .-.

EDIT : and the Purified Helmet of the Legends if you care about that lol

 

Helmets (5 powder slots each):
Balankia (rare level 39 rainbow def/dam helmet)
or CoW cave helmet thing (level 68, the one you keep after the quest is over)

Chestplate (5 powder slots each):
Libra (legendary level 91 rainbow def/dam/skills chestplate)
or Papyrus (rare level 77 XP bonus chestplate)

Leggings (4 powder slots):
Gemini (legendary level 95 rainbow def leggings)

Boots:
There are no boots with 4+ powder slots currently available in-game, so here's a list of boots with 3 powder slots (excluding normal-tiered ones)
Aldorei's Tear, Almuj's Walker, Bad Wolf, Capricorn, Determination, Ensa's Ideals, Flashing Boots, Memento, Sodeta Boots, Statue, Undefined, Virgo, Wavedash, Way Back Home, Wind Mimic
Although this is kinda irrelevant since there will probably be boots with 4-5 powder slots added among the 300+ new items in the update.
