Ok, so some guy gave me 3 Stax of LE for free, very nice guy, so now my Budget is 1 Stack and 32 LE now

 

Apoc and spell builds aren't very good together as apoc gives -20 something Intellegence, plus it's a melee focused weapon.
This build will be level 83, but recommended items for a bit higher levels will be said.

Spectre, Get good spell (Third eye later)
Millennium good spell (Seagazer at 84, maybe dreamcloud at 88?)
Crystal 3/4 mana
Sodeta boots(Mementos are a necessity for more hp.) This build may have low health you will get more as you level up to use items like third eye and memento.
Raindrop
Possibly another raindrop?
Squid anklet
Royal stormy amulet

Tisuans proof, apply water powders. Can't think of any spears with water off the top of my head.
