    You can find them from any mob or any loot chests, but T3 & T4 adds a 3x weight to powders, so you find them a lot in those.

    And what about the relics? Couse if You do chest runs You could found a lot more powders than actually searching for relics, which give 1 powder at a time.

    If it's an old unclaimed chest, maybe. You can get lucky and roll 4 powders drop multiple times at every refresh, but that's really unlikely.

    Relics won't be as good as everyone think, it's mainly random. Even a high tier relic could give low tier powders, but it could also give a higher tier one. It's random. Normal drops, however, are more often than not gonna drop low powder tier.
