The Real Electromagic Expert

Remember from "The Heart of Llevigar" where we, the player, pretends to be the electromagic expert and fixes the power issues in Llevigar? Well after exploring around Llevigar I found the real electromagic expert!
Don't know if this has been discovered/posted before me, either way enjoy!

 

Is this even an easter egg? I've seen this post so often it seems like it's meant to be found without searching

 

I never called it an easter egg, just thought it was a neat thing people could enjoy ;)

You also have to search to find this, you aren't going to find this just by aimlessly wandering around the Llevigar streets.

 

wait what? Never heard about this guy. Does he say anything?

 

Only what it said on the picture, I am curious about what he says before you complete the quest though...

This was supposed to be a secret?

 

I don't know if it was, but he was in a high tower so definitely not in a place you could accidently wander to, just thought this was really neat so I shared it
