Mage/Dark Wizard Help Cheap Lvl 80-83 Fire/water Build Needed

The title says it all, really.
(I'm dirt poor)

 

I know almost nothing about Mage builds, but I just saw this page and it seems like a dirt cheap build that focuses mainly on water and they have some fire skill points too. Hope it helps you at least a little.
