Mage/Dark Wizard Help Rainbow Mage Help

Hello everyone!
As you can see from the title I need a build around Cascade. I want to be a water mage mainly. My current skills are 15-15-100-15-51.

My budget is 1 stack of Le.
I'm okay with being a little bit of a
glass cannon but I would like to be able to heal a lot.
Also if possible no negetive elemental defense.
For armor I was thinking...

Third Eye
Aquarius/Libra/Soul Signal
Vaward/(Crystal?)
Meme - toes/(Virgo?)

For Accessory's...

Moon Pool Circlet
Full jester(300Spelldmg)

Also when I use:
Third Eye
Aquarius
Crystal
Sodeta Boot's

Moon Pool Circlet
Full jester

I should have these elemental defences (Without Third Eye's defence buffs):
Fire Defence: 0
Air Defence: +110
Earth Defence: -70
Thunder Defence: -210
Water Defence: +150

But instead I get

Fire Defence: -20
Air Defence: -100
Earth Defence: -170
Thunder Defence: -210
Water Defence: -20

If someone could explain this to me thanks.

I honestly dont know what even is going on with elemental defense right now. I believe its affected by your stat distribution and the differences in each defense?

Also worth noting that i have similar elemental defense as a friend, and we tested some damages:

Az: i have higher lightning defense.
Him: 0 damage
Me: one shot (17k+ damage)

Alk abusing attack speed:
Him: all three hits, only 10k damage
Me: insta killed on first hit.

Etc etc, i have 0 clue how elemental defense is working right now.

Anyway you have the gist of the build, i just urge you to look into
-intensity ring/aurora ring
-PRISM RING (obviously important)
-Nebulous bracelet
-Clock amulet

 

Crystal kills your earth and thunder def, and as long as you have enough intel, you shouldn't need that extra mana regen. Vaward is probably a better idea, at least in my opinion.

 

If you are building this around cascade bluemask is a better choice the third eye

Thing is I'm concerned about Mana regen is it enough? 10/4s if all is maxed.
