Ok, so about the "no quest area" rule...
Is that being specific, or in general?
(Ex. Lexdale is part of a quest, but has nothing else. Would Lexdale be considered a quest area?)

 

If you need to complete a quest to go to it. Like the head of the villager in Llevigar.

 

So lexdale would be included then, since the guards keep you out

 

There are ways around it such as going to the back gate of Gavel.

 

You can't enter Lexdale without doing a certain quest, though I actually forget what quest it is ._.
