Powder Relic Drops (amount Per Claim?)

About 30 minutes before posting this, I claimed a standard Blue Powder II and it said +2 Blue Powder II Relic.
So now I'm wondering, did my 28% loot chance make it 2, was it a random thing, or was it just going to be 2 anyway?

Also, if any controllable factor can be used to make powders drop more often, that should be on the wiki.

Nope, they always give 2 powders.

 

I only get 1 from them most of the time, so I thought it was different.

 

Sometimes they drop one, and sometimes they drop 2. I don't think Loot Bonus affects them though.

 

I think most of the time blue powder relics drop 2 and green and red drop 1. Not sure though.

 

I believe when I read the wiki artical it was 33% 2 powders and 67% 1 powder for all Powder Relics
