So yeah I know its early but I wanna be prepared. I am buying:
4 to 6 Tier VI Blue Powder
3 Tier VI Green Powder
3 Tier VI White Powder
3 Tier VI Yellow Powder.
Yes, everything must be T6 or I ain't buying it.

Those relics don't drop powders yet, and likely won't until the update (I went to the yellow VI relic personally to verify this).
