How Does Walk Speed Work?

I just want to know if it only increases by one tier every 20%, or if it actually increases by each individual 1%.

Ye I know this question probably sounds very stupid

 

99% sure it's every individual percent.

 

You get one level of Speed for every 20% walk speed you have. Each individual percent also increases your speed.
