Question About Attack Speed Tier Bonus And How It Affects Spell Damage

I know that if you have a piece of armor, like the Mummy's Rag, that gives a bonus of +1 or +2 tiers attack also modifies the spell damage dealt. What I was wondering was if the bonus to spell damage is still applied to weapons whose attack speeds are already maxed out (super fast attack speed). As I understand it, the melee attack speed caps out at super fast, no matter how many bonus tiers you have.
