    That was most likely a test weapon, to test out the lore (as they pointed out how long it can go).

    Already found by a number of people, including myself.
    This item is a debug item that once dropped from low level mobs during the first few days/weeks of Gavel's release. These debug items have either been removed or disabled from dropping. It is illegal to own, sell, or trade these debug items. This wand is in the ItemDB for who knows what reason. I doubt anyone owns this wand.

    When you hit a mob with anything but a weapon (hand, random items) it will take the damage data from the "default" wand, which is 1-2.
