Max Int/mana Regen?

from what I've gathered from asking max intelligence is either 140, 142, or, 150 and it maxes out at 80% can I get conformation on which one it is and I wouldn't mind a source either ;3
Samething with mana regen for a while I've assumed 19/4 is max because of the players base 1/4 mana regen and due others telling me so.

 

I think max mana regen is like 21/4 or 22/4

The max mana armor you can get adds up to it.

 

Oh I mean as in max you need, because more than 19/4 or 20/4 mana regen would be redundant since your mana pool consist of 20 mana ;w;

 

Max needed is 19/4 because everyone has a passive 1/1.

 

Pretty sure max for int is 150, since you can't get any higher.

 

The max mana regen is 34/4
