I don't want to advocate "cheating" but the powders are readily available you just have to find them. You should check out you tube powder shrine videos if you really can't find them. 2LE for something that is just sitting there is almost scamming.

xD but it's not hard to find the powder relics... Just go to a place with slightly high lvl mobs and find the nearest cave... It will be right there.

Blue powder 1: in the middle of a freaking lake
Green powder 1: not in a cave

Red powder 6: not near any mobs besides golems

Red II is under the Great Bridge, and Blue II is in one of the corners of the Ice Canyons around the ToA. Go nuts.
