I would buy $100,000 worth of B&N gift cards so I would never run out of things to read, I would buy a shit ton of chainmail jump rings in all different sizes and colors, I'd buy my neighbor his own computer so he could actually play Wynncraft without using his mother's computer and lagging to high hell, I'd buy all my friends without phones phones, I'd buy all my friends who have shitty computers good computers...

Basically I'd spend it on my own hobbies and gifts for my friends.

No but seriously I don't think I'd trust charities so I'd just do it myself and buy homes for the homeless, get abused kids into better homes, donate money towards the research of mental illnesses like depression, fund schools, pay someone to assassinate Trump and Clinton, and a bunch of other stuff. There's a lot you can do with 10 billion dollars.
