   You deliver it to Dr. Urelix if you want the greaves of shame (loot bonus) and you deliver it to the detective if you want greaves of honour (xp bonus). Be careful when speaking with Dr. Urelix if you want the greaves of honour though, because the npc's hitbox is big, so you might accidentally click him and finish the quest by mistake.
