Is Cascade Obsolete To Hive Wand?

Is Cascade useless against Hive Wand? Is it in no way better than Hive? Is it worth using?

Would've been nice if you had shown us the stats, considering we're not human encyclopedias

 

Hive Wand is level 100 with neutral damage and 5 slots
Cascade is level 98 with a fast attack speed (I think) all 5 elemental damage but no neutral and requires a bit in every skill point.
Cascade is 2 levels earlier and is better for elements, eapecially before powders. It also boosts skill points and is decently fast. Manablast is also a rare level 97 super slow alternative, I would personally use all 3 for a multi-element mage.

 

Well, maybe some of us are human encyclopedias
