-negative Mana Steal

    I have got suppression ring and it has -3/2 mana steal and -12/2 life steal, does that mean I lose mana while attacking?

    It means that, whenever you use a melee attack or proc reflection/thorns you have a chance to lose 3 mana.

    you will hardly notice it, the mana regen will make it seem like nothing even when you do proc the -mana steal
