How Do I Get +2 Attack Speed Clock Boots

Title explains it. I have bought like 5 boots now, thinking that's how it changes, but it's identical. I really need tier 2 for my build. Please Help! :P​

Pretty sure its random and you are just sht at luck. Took me only two boots to get a clock boots containing two tiers of attack speed.

 

You can't, they got nerfed from +2 to +1 a while ago.

I have tier 2 clock boots from before the "nerf", but they are acting wierd...
They say in the compass that I have +2 tier attack speed and I have haste II like you get from a super fast,
But I don't attack as fast at super fast attack speed weapon with it off, using a fast attack speed...
I am not sure if it is a bug or part of the nerf, but it is misleading.
Also I am pretty sure that they where not nerfed, just that when you buy them the have the same stats as posted

 

Is it possible for them to drop randomly from mobs unidentified?
