Where Are Gavel's Leaders?

in Wynn we got two kings of the two one rivaled cities Ragni and Troms.
in Wynnexacvation D we are told of the royalty and higher ups in Gavel. the only royalty I saw was the king of Thanos.
so my question is where are all of the royalty and higher ups?

 

Gettin' high, off of shrooms, chickens, and whatever else. reference is a reference.

 

Probably hiding, after we killed Amadel I'm sure they're plotting for something.....

This is a good question... And one we dont have an answer to- we do of course have the elven council, the king of thanos, and i would assume a king of the villagers (who else would command the army in several of the quests). Quira was also aproached by the 'hugher ups' of gavel if i remember correctly- so who are they? I guess the real QUESTion is when will more of these lovely lore filled quests come out :)

Several months later

BigBaddie-"WHY ARE THE GATES OPEN YOU FOOLS! THAT WAS SARCASM! NOW WE HAVE TO LAY LOW AND HIDE!"

But yes, letting the player(s) into gavle is most likely a trap... Your right... DAMN IT NOW I WANT ANSWERS!
