So this has to be part of the main storyline, as the wiki has added a change log for this update. The thread about it is here:

So how could this merchant have anything to do with the main storyline? I have no idea.

 

I think the Light Realm dungeon is like the Reincarnation quest.

 

That "changelog" was completely, totally, utterly, and thoroughly unofficial, hence, it has been "terminated with prejudice". The offending editor will be mercilessly tickled with a feather until they agree to not do that again. Sorry for the inconvenience.

I that this merchant sells some skeleton themed item, maybe more than one. Also I think there will be more of these, depending on what level area you are at, like the dungeons.

 

Inb4 the merchant sells skeleton bones for a random quest ;-;
