How Does Health Steal(&regen) Work?

I have a piece of armour that allows health steal, but idk how this whole thing works because it doesn't seem very effective.
Is it: if you hit an enemy, for the duriation of their life you get x amount of health or something?

 

Life Steal works thusly:

Dependent on your weapon speed, hitting an enemy with your basic attack(not spells) has a different chance to heal you for however much life steal you have. Say, you have 6 life steal and it activates; you would heal 6 health. Slower-hitting weapons have a higher chance to activate life steal since you can hit enemies less often.

 

Seems legit to me, but is there a reason its:
A: So slow,
and
B: it doesn't seem to be very effective at all

 

Wait they removed it from spells? I thought that they just decreased it...... Rip War Scream

In the old Pre-Gavel one hit from multi hit or war scream healed you around 7 hearts, (Before armour gave hp, so 70% of your hp) Im guessing they needed to nerf it, and in return potions are a thing

According to what Salted told me, it was not because it had the potential to be overpowered with certain spells, but rather because there was an indeterminate bug in the system somewhere that caused some kind of issue when Life Steal activated on a spell, so it was removed.

 

Except it worked fine on spells before, so the bug obviously didn't affect anything visibly. I wonder what the bug was to:
1. Not be noticable in normal gameplay
2. Be extreme enough to remove the feature
