I know that the attack speed tier got nerfed on Clock Leggings, but are +2 Tier Attack Speed Clock Boots still obtainable?

No, not unless you abuse a glitch and get them from another player. That's only if one exists.
Also, +2 Clock Boots aren't that great anymore.

I just wanted to see how devastating an Apocalypse with +2 clock boots, electrocharged greaves, and mummy's rag (Bumping the speed from super slow to super fast) could be :P
