Attack Speed

Does attack speed work?
When I use + attack speed items it increases the attacking animation speed but not the actual hit.
For example I have a super slow weapon. Let's say it does 1 hit per 4 seconds.
I use mummy's rag and it looks like it's slow (let's say slow is 1 hit per 2 seconds.)
But it still takes 4 seconds to get a hit.
So could someone please explain why this is?

I'm pretty sure it is hitting in the next tier up, but the animation is still the original tier
