Powder Merchants In The Powder Update?

I have explored a couple of towns and in some of them I have found an empty shop, and on the second floor, item frames with powders.
(This photo right here is of a small house in the middle of nivla forest with the items frames & powders)

(Nesaak, also that thing[I dont know it's called in English] that usually has item frames and an item to ressemble the shop, for example potion for potion merchant and emerald for bank, is empty)



So, from all of those clues, I am guessing there will be a shop/merchant that will be connected somehow to powders.

 

it has been found a few times already
people believe this is where you can "forge" your powders and make them a higher tier
for example - i have 3 lvl 1 air poweders , i can combine them and turn them into a lvl 3 air powder for X amount of emeralds

 

I've found one in Cinfras too.

 

Yeah I've found some as well, but I don't think there will be powder Merchants, like, at all. The current existing powders are only obtainable by getting them from relics (or buying them off of others players) and I think there would be no reason to just remove the relics already built in Wynn and Gavel just to put some Merchants in the place of them - And even if the Merchants would be hidden like the shrines, there would be no problem (except for money) to get powders. There wouldn't be a cooldown on the Merchants, which basically means too easy and too fast getting powders.
Oh, and powders would lose their coolness if they would be sold.

Those places probably just have powders for decoration, but if there woul be something at those places, it might be something that gives hints as to where shrines are, or where you can buy some sort of armor/weapon with a lot of powders.

 

I would say this is where you forge your weapon with the powders. :]
