I have this pair of Steamjet Walkers. I'm thinking maybe 10 LE for this.

 

Ive got a boosterplate (chestplate legend lvl 84) with 20% ( or 24 when the other guy doesnt respond) dont have screens atm

 

I have a 22% walk speed booster plate, _TheNinja_ has a 7le bid on it

I'm not sure what the max is, and it's not in the item guide. You'll need a staff member or a person who knows the max speed. Sorry.
