Yes, they do plenty. Just search up "Skill points" and you'll find countless threads on the subject.

They let you wear some armor and use some weapons. They also allow for special perks.

Skill points buff your character, weither in strength, defense ect. They also increase elemental power and they also allow you to wear certain types of armour with skill point restrictions.

You'll most likely see a change when you get to higher levels. Not a big difference between 0% dodge and 4%, eh?

    Minecraft:
Strength - This boosts damage by the percentage it says. You really won't see this at a low level because you don't deal much damage. The earth element is also boosted in all ways by this element, but once again you wouldn't see much of this at a low level. You will be able to get things with an amount of strength points lower than or equal to this level. Strength items usually have things like melee damage bonus, poison and thorns but usually also have negative spell damage and speed and also slow attack speed.

Defence: This boosts your overall resistance. Again, you won't see this at a low level. The fire element is boosted by this. You will be able to get defence items. Defence items give higher health than usual and have ids such as health bonus, raw and percentage health regen and explosions. However, be prepared for slow attack speed.

Intel - This reduces your mana cost. You won't see this at a low level. The water element is also boosted. You will be able to use intel related items, which give things such as spell damage, mana regen and percentage health regen. However, melee damage is often decreased. The water element, conveniently for mages, actually boosts your heal spell. So you might want to use water wands if you are a mage.

Agility - This gives you a chance to dodge attacks. You will notice this when this activates, because on these attacks mobs won't deal damage to you at all. The air element is boosted. You will gain ids such as speed, spell damage, percentage health regen and reflection. You will get fast attack speeds. However, you will have lower health than usual and negative ids may also include negative health. You will often have lowered melee damage too.

Dexterity - This gives you a chance to do a critical hit. You will also notice this at a low level, possibly more so than agility. The thunder element is boosted by this too. You will get ids such as mana steal and walk speed and you will also get quite fast attack speeds. However, EVERYTHING will be random. You will get all sorts of random ids, some of which you definitely won't want, AND weapon damage will often be very unreliable.

Non-thunder items usually have certain ids. Thunder items don't. Thunder weapons also have random attack ranges while nothing else does (usually).
